Returning Nintendo Playable Fighters

All the characters from Ultimate return, but Chrom, Dark Pit, Dark Samus and Daisy have been moved to Alternate Costumes.

All Playable Fighters are unlocked by default.

12 of the 16 new Fighters listed are intended to be post-launch DLC to allow for 3 years worth of quarterly Fighter additions. That means the Base Roster has at most 88 Fighters, 4 of which are Newcomers.

Any number of Veteran Guest Fighters may be Day 1 DLC instead of coming with the base game. This is due to the cost of the guest licenses. I do not think it makes sense for Veteran Fighters to be released as post-launch DLC for this game.

100 was chosen as the hard limit for total Playable Fighters. 25 was chosen as the hard limit for total Guest Playable Fighters. Nintendo may decide to use a lower hard limit on Guest Fighters.

Roster will change if Nintendo decides to no longer pursue the "Everyone is Here" idea. The end roster size could simply be lower than 100 or replacements would come from the listed Assist Fighters and Pokémon (Zeraora / Eevee). Many Stages, Assist Fighters, and other Battle Assets from Ultimate do not return, so it's worth considering dropping the idea for Playable Fighters too.
