Global Fighter Updates

The following are the Global Fighter Changes made in the transition from Ultimate to Smash 6:

• The Perfect Shield (parry) window is now only present when dropping a Power Shield
• Removed the intangibility of a Phantom Footstool
• All grab pummel attacks now have 3 Frames of Startup
